Anyone can instruct a barrister under the public access scheme. Using Direct Public Access any individual or organisation can obtain independent, impartial advice and assistance from an experienced specialist barrister on a range of employment-related issues.

The main advantage of the public access scheme is that it could potentially save you money whilst giving you access to the Bar, since you would be paying for a barrister only, instead of a barrister and solicitor.
